Question About Pro Se Complaint

I have a question about pro se complaint.  According to Utah rules of civil procedure when is the last day for them to respond? When does the measured response take effect as well? i.e. When they file with the court, when I receive it in the mail, when they post mark it?

The due date for the answer will also depend on the manner of service. If they were served by certified mail, the 21 days Patricia (another attorney who answered this question) mentioned will start on the day they sign the certified mail receipt.
